
The European Commission has unveiled a comprehensive "Technological Sovereignty Package" aimed at bolstering the EU's self-sufficiency in critical digital technologies, including semiconductors, AI, cloud services, and open-source software.
This initiative merges two significant legislative proposals: the Chips Act 2.0 and the Cloud and AI Development Act, along with an updated Open Source Strategy. The primary goals include expediting approvals for chip manufacturing projects, enhancing partnerships with allied nations, and establishing a quality certification for semiconductor regions. The overarching aim is to augment Europe’s domestic capabilities in these essential technologies while addressing the increasing demand for AI and computing infrastructure across various sectors.
The Chips Act 2.0 builds on earlier efforts to mitigate supply chain vulnerabilities, recognizing that Europe remains heavily reliant on external suppliers for advanced semiconductor design and production. With AI components projected to dominate the semiconductor market by 2030, the legislation seeks to strengthen the connection between chip manufacturers and industries that drive demand, such as data centers.
In addition, the Cloud and AI Development Act aims to significantly enhance data center capacity in Europe over the next five to seven years, forming part of a broader strategy to ensure the continent's digital infrastructure remains robust amid evolving geopolitical landscapes. The Commission emphasizes that technological sovereignty is crucial for maintaining operational stability in sectors like healthcare and energy, while also promoting sustainable practices in digitalization.
